General Description of Duties

This position performs responsible professional administrative work coordinating the Leon County Sheriff's Office (LCSO) grants program under the direction of the Purchasing, Grants & Contracts Manager. Duties include researching, preparing, analyzing, and coordinating grant applications, managing and monitoring current grants, and ensuring compliance of LCSO grants. The Grants Coordinator will work with various agency divisions to prepare and assist with grant applications, coordinate required reporting, contract monitoring for grants, maintain the catalog of grants, and supporting electronic grant files. The Grants Coordinator will collaborate with grant program managers, and accounting to ensure overall compliance, assist in obtaining reimbursements, complete various grant requirements and analyze grant expenditures. In addition, the Grant Coordinator will work with Finance Division staff to monitor financial expenditures and balances as well as coordinate reporting of grant performance and expenditures. This position is responsible for pre-award, post award, and close-out activities. Essential Duties

  1. Responsible for maintaining comprehensive electronic grant records according to policy requirements.
  2. Research grant or special revenue opportunities for the purpose of obtaining additional funding resources for both current and proposed services and programs.
  3. Develop grant applications and related documents (e.g., required reports, budgets, etc.) in coordination with the agency project manager for the purpose of submitting highly effective grant applications to the applicable funding agency.
  4. Coordinate timely and accurate financial information or summary of grant accounting activities to maintain a sound financial control environment.
  5. Conduct routine compliance reviews of grant programs and communicate the status to Purchasing, Grants & Contracts Manager.
  6. In close partnership with staff and finance team, follow all financial policies and procedures, support and assist with financial administration and reporting including but not limited to requests for adjustment of associated budgets and tracking of budgeted funds.
  7. Ensure compliance with 2 CFR 200, Federal Financial Guides, and compliance with agency grant Policies.
  8. Assist and ensure timely grant reporting, month-end, quarterly, and year-end close and end of life grant close out as well as annual financial statement audit, including preparing information and/or analysis as related to grants.
  9. Assist in providing accreditation unit with proof of compliance documentation as directed/required, ensuring that the documentation is accurate, complete, and meets the accreditation requirements for proof of compliance.
  10. Ensure completion of all grant modifications such as budget changes, grant time period extensions etc.; coordinate the submission of all grant reports and required documentation by deadline dates.
  11. Collect, compile, and analyze data generated by ongoing grant and contract activities and provide real-time reporting capability to internal and external stakeholders as required.
  12. Identify departmental efficiency opportunities and share with Management to improve technology systems and/or processes.
  13. Verify vendor's debarment listing on SAM and ensure all contracts and purchases are issued to eligible vendors\sub-recipients; no contracts are issued to sub-recipients that are listed on the debarment and suspension listing.
  14. Maintain the Grants Catalog which includes: all grant applications and the application status, active grants and current income and expenditures, and archived grants.
  15. Assist and participate in preparation for external monitoring activities, reviews, accreditation, and audits.
  16. Prepare, analyze, and maintain grant records (grant electronic files, internal/external statistics); develop and maintain a comprehensive annual grants calendar that includes reporting, invoice and closing due dates.
  17. Conduct routine compliance reviews of grant programs including tracking of budgeted funds.
  18. Support overall organization goals, priorities, and requirements, ensuring compliance with laws and regulations.
  19. Coordinate monthly grant budget to actual projections, financial statements and\or management reporting and discuss as applicable.
  20. Complete, update and submit all assigned work in an accurate and timely manner.
  21. Maintain an accurate and up-to-date tracking system to ensure deadlines are met in a timely manner.
  22. Communicate with Manager the status of completing critical due dates and notify if any challenges have a rise in meeting approaching critical due dates.
  23. Respond to supervision, guidance, direction, and feedback in a receptive manner and in accordance with agency policies.
  24. Develop technical and behavioral skills to enhance individual professional development as well as overall expertise.
  25. Continuously improve knowledge and skills by participating in tr classes and seminars designed to enhance leadership skills, knowledge, and abilities or to fulfill specific job specific requirements.
  26. Create grant report invoices in partnership with the staff accountants and help attribute expenses to the correct grants and track invoices through to payment.
  27. Review the expense tracker and collaborate with both the funder and staff accountants to ensure all expenses are tracked.
  28. Ability to adhere to the standards and principles of the agency's core values and professionally represent the agency.
  29. Coordinate with staff accountants to establish grant org codes and loading of grant budgets.
  30. Assist staff accountants with grant invoice process which includes assembling, submitting, and monitoring invoices and supporting documentation through payment, ensuring grant invoicing information is updated in the grant electronic file and grants catalog.
  31. Ability to work independently with minimal guidance.
  32. Ability to effectively communicate both orally and in writing.
  33. Ability to prepare and present clear, accurate, concise, and objective written and oral reports.
  34. Ability to report to work timely, consistently, and as scheduled.
  35. Ability to perform all functions of the job classification without posing a direct threat to the health or safety of other individuals in the workplace.

Eligibility Criteria

  • High School Diploma or GED required; AND
  • Bachelor's Degree in Public Administration, Finance, Accounting, Business Administration, or related field; AND
  • Four (4) years of experience in grant administration, grant writing, accounting, budgeting, financial analysis; OR
  • Equivalent combination of education and/or experience sufficient to successfully perform the essential duties of the job as those listed above; AND
  • Grant or accounting experience within a governmental environment and proficiency with Microsoft Suite preferred.

Necessary Special Requirements

  • Duties are performed in office environment.
  • Duties often performed sedentary at desk for long periods of time with limited walking.
  • Must be able to lift, push, carry or pull a minimum of 25 lbs. independently.
  • Work is generally performed during normal business hours although the incumbent may be required to work any schedule that fulfills the needs of the position.
