Job Description

Summary:

The Knowledge Manager - Lessons Learned will support the USSOCOM J-7 Joint Special Operations Forces (SOF) Development and Design directorate with a Lessons Learned Program (LLP). The J79-LL, SOF Lessons Learned (LL) Program is responsible for the SOF Lesson Learned Program (SOFLLP). The SOFLLP applies lessons learned to the full range of joint operations to develop policy and for gathering, developing, and disseminating joint lessons learned across the DoD. The purpose of this task is to support CDR USSOCOM with critical information for SOF Force Development and Force Design and related HQ Lines of Operation. Each of these LLP's will execute their duties through collection, data management, analytics, and dissemination of essential insights to support the mission. These duties include the discovery, knowledge development, implementation, and sharing of observations, issues/insights, lessons, and best practices from operations, activities and investments (OAI).

Specific duties may include, but are not limited to:
  • Perform Master's Degree level analysis through quantitative/qualitative research, independent evaluations of operations, exercises, wargames and experiments to assess the effectiveness of DOTMLPF-P throughout the Command and develop standards for new and/or existing requirements to alter training or operational missions and programs.
  • Coordinate with HQ and subordinate command military leadership to provide focus area study recommendations, command synchronization efforts and quarterly feedback findings.
  • Perform all DVRED related activities resulting from observation of HQ and subordinate headquarters activities.
  • Brief and advise senior SOF leadership on the effectiveness of internal examination findings, potential approaches, benefits for resolution, and implications.
  • Prepare and present concept papers synthesizing key elements of thinking that challenge the current strategic construct and must be suitable for publication in academic or news outlets.
  • Utilize various databases (SOF Enterprise, Joint Staff (JS), and Military Services) and other network tools to present data. This includes:
    • Organize, store and present usable data to prevent data loss.
    • Identify user needs to create and administer databases.
    • Ensure databases operate efficiently and without error.
    • Conduct performance tuning/debugging to ensure databases work.
    • Make and test modifications/upgrades to databases structure when needed.
    • Assist users with inputting, locating, and retrieving data.
    • Maintain databases and update permissions.
    • Present data in different formats to ensure audience understanding.
  • Support information exchange with the JS, Office of the Secretary of Defense (OSD) and Military Services.
  • Conduct administrative duties to support knowledge management to include:
    • Manage calendars, including organize and plan meeting.
    • Setup team meetings, schedule conference rooms and prep sessions when necessary.
    • Provide technical and administrative support for meetings and events as required.
    • Attend meetings to take comprehensive notes or present information.
    • Print documents / read-aheads, including prepare and compile presentation slides.
    • Review e-mails for priority information and meeting requests.
    • Troubleshoot schedules as needed.
    • Stay updated on priorities daily.
    • Coordinate travel and create itineraries as necessary.
  • Apply quantitative and qualitative analysis to J7 processes and develop and apply advanced mathematical and analytical models to identify lessons learned trends across the enterprise.
  • Examine JLLIS information to determine SOF trends and determine what methods might be used to analyze and provide recommendations for resolution.
  • Utilize JLLIS data to provide recommendations for future DOTMLPF-P changes/improvements.
  • Perform pre and post analysis of wargames, experiments, and exercise implementation of DOTMLPF-P activities.
  • Prepare briefs, information papers, and presentations as required utilizing Microsoft Office family of products (e.g., Outlook, PowerPoint, Word, Excel and Access).
  • Develop and maintain an electronic resource, to include key points of contact, to be used for mission continuity that may be accessed by all stakeholders.

Job Requirements

Required Qualifications:
  • Prior service E8, CW3, or O5 and 3 years of experience at USSOCOM as a staff officer/NCO supporting the DOTMLPF-P, SOFCIDS process
  • 1 year experience in Data Analytics, Statistics, Mathematics, or Survey Methodology
  • 1 year experience with advanced analytical tools/ artificial intelligence
  • 3 years' staff experience supporting a Geographic Combatant Command or Theater Special Operations Command

Clearance: Requires an active TOP SECRET clearance

Location: MacDill AFB, FL

Travel: Travel is required to various CONUS and OCONUS non-hazardous and OCONUS hazardous locations in order to collect observations, insights, and lessons to accomplish the objectives of this task.
