Job Summary

Job Summary
Performs field and office work to administer and enforce the City's Business Tax Receipt (BTR) program. Duties and Responsibilities
- Patrols assigned areas of the City to identify businesses requiring a Business Tax Receipt (BTR).
- Determines the appropriate BTR classification and fee based on business operations.
- Inspects businesses to verify BTRs are current and properly displayed.
- Verifies required competency licenses, insurance, bonds, permits, and other regulatory requirements.
- Conducts annual re-inspections to ensure continued compliance with City ordinances and BTR requirements.
- Researches and administers the City's rental housing program and other special projects.
- Participates in team business compliance blitzes and enforcement initiatives.
- Maintains accurate records and prepares reports, including revenue data for the annual budget process.
- Develops and implements work plans for the systematic enforcement of City ordinances related to business licensing.
- Prepares cases and supporting documentation for Special Magistrate hearings involving non-compliant businesses.
- Represents the City at public, civic, and community meetings as assigned.
- Performs other related duties as assigned.
Qualifications
Education
- High school diploma or equivalent.
Experience
- Three (3) years of experience in business, licensing, regulatory, or related work.
- Knowledge of City ordinances related to Business Tax Receipts (BTRs) and legal procedures for ordinance enforcement preferred.
- Bilingual (Spanish and/or Creole) preferred.
- A comparable combination of education, training, and/or experience may be substituted for the minimum qualifications.
Licenses/Certifications
- Valid Florida driver's license with a good driving record.
- Florida Association of Business Tax Officials (FABTO) certification, or certification obtained within two (2) years of hire.
- Florida Association of Code Enforcement (FACE) Level 1 certification (or higher), or certification obtained within one (1) year of hire.
Key Competencies
- Knowledge of business licensing, regulatory compliance, and ordinance enforcement.
- Strong communication, customer service, and organizational skills.
- Proficiency with Microsoft Office and web-based software; Central Square/Naviline experience preferred.
- Ability to conduct inspections, maintain records, and exercise sound judgment.
Physical Requirements
- Ability to perform field inspections, including walking, standing, bending, climbing, kneeling, and lifting up to 50 pounds.
- Ability to operate standard office equipment and work outdoors in varying weather conditions.
